However while you might get an on-the-spot fine for going topless in certain French towns, according to lawyer Elise Humbert these penalties aren't strictly legal. As a result, there are cases of people who have challenged these local fines in court and won. In the end, the court decided that there was no justification for prohibiting going shirtless. This ban can only be "decided if there are particular local circumstances that justify it," Humbert explained to the French press.

Touristy spots along the Riviera and Atlantic coast are good bets, and it's also worth noting that for reasons ranging from skin cancer to people taking pictures on mobile phones, French women aren't quite so willing to take off their bikini tops in public.

By the time my cafe au lait later arrived, I was totally in love. In love with the views, with the sounds, with the smell and with the taste of Nice and of the French Riviera.

Here was a real life example of joie de vivre at its best. Near the shore, coast guard vessels were ensuring that boats stayed clear of the beach swimming areas and, I imagine, were inspecting closely the hundreds of beautiful bodies undulating or sunbathing on the beach. The number of women who regularly sunbathe topless has fallen sharply in the past three years from 29 to 19 per cent, according to a survey of 5, women by the French Institute for Public Opinion.

Young women aged 18 to 25 said harassment, criticism of their bodies and men ogling them were their biggest obstacles to baring their bodies. Mr Kraus, who oversaw the survey, also cited concerns over skin cancer in the wake of public health campaigns raising awareness around the risks of overexposure to the sun as another potential reason.

The MeToo movement exploded in late after a series of sexual assault allegations were made against men in Hollywood and a slew of other industries.

Millions of women around the world shared their own stories of rape, assault and harassment. A year after it was first used, it had appeared on close to one million tweets, according to one social media tracking site.

The study found that in Spain topless sunbathing remains popular — with the study showing nearly half of Spanish women have taken off their tops on the beach. In Germany, 34 per cent of women have gone topless, compared to 22 per cent who say they have done so at least once in France, and 19 per cent in Britain.
